O novo ramo da polícia vai designar-se Ramo de Investigação de Ilícitos Criminais (RIIC) e deverá incluir o combate e investigação ao fenómeno dos raptos, permitindo finalmente a especialização da polícia neste tipo de crime. A criação deste ramo policial coloca em causa o Serviço Nacional de Investigação Criminal (SERNIC), cuja eficácia na repressão do crime organizado tem sido sucessivamente posta em causa face ao envolvimento de membros do serviço autónomo em grupos criminosos ligados ao narcotráfico e raptos (AM 1417).

The new unit of the police will be called Criminal Crime Investigation Branch (RIIC) and should include the fight and investigation of the phenomenon of kidnappings, finally allowing the specialisation of police in this type of crime.
